Guest: Jerrod Alig representing the Planning and Zoning Commission joined the Meeting and provided information regarding the requirements of the Commission and what types of Projects need to receive a Permit from the County.
- David Walden, Lot # 3342H, 19707 Alpine Drive. 30’ X 40’ addition to house, addition will be tan with brown gutters and roof. David Walden did not wish to provide architectural drawings until the Architecture Committee would assure him his project will be approved. Tom Cross and the Committee assured him the proposed addition could be approved if the drawings and the plot plan conformed to the HVL POA Bylaws, Rules & Regulations. Another issue was the reluctance of the property owner to provide a new Survey and plot plan which would be required if the addition is 1200 sq. ft. or larger. As a result David Walden contacted Gina Keller the next day and stated he has decided to reduce the size of the addition to 1175 sq. ft. The Committee will review the application for a Permit once the essential information has been provided.
- Karen Petrovic, Lots # 2082/2083H, 1578 Brabamhurst Drive. 4’ in height wooden split rail fence with mesh liner, brown in color. The fence is needed to enclose the side yard so her dog can run but not get out. The Committee had to deny the issuing of a permit. Rule 4-13-7 allows fencing in side yards only if the fence does not enclose the area. Karen Petrovic said that would defeat the purpose of installing the fence so she withdrew her application for the fence Permit.
- Mark & Michelle Scott, Lot # 1142, 20363 Meercham Way. The Scott’s had their property surveyed and are ready to discuss a variance with the committee. During the April 7, 2021 Meeting Mark & Michelle Scott were granted a Permit to achieve the changes in paint and color of the roof but the addition of a garage to be placed in front of the home requires a variance. Since that meeting a Survey of the property has been accomplished and as a result, the plans were changed. The old driveway and parking pad will be removed and the layout changed. The garage will be placed on the Left side which will require only a 10’ front variance and a variance to place the garage in front of the house. The Architecture Committee unanimously decided to recommend proceeding with the process of applying for the variances.
- Derek Teets, Lot # 381H, 1007 Rustic Drive. 4’ in height wooden split rail fence with mesh liner, brown in color. The property owners were able to locate the surveyor’s pins and establish the property lines. The fence can be accurately installed without requiring a new survey. The Architecture Committee unanimously approved the issuing of a Permit. The homeowner was provided information to use to contact Dearborn County offices so County permits can be obtained if required.
- Iryna Fesenko, Lot # 1403H, 571 Windemere Hill. 1420 sq. ft. 2 story wrap around deck, two sides of the house, using trex on the deck and pressure treated lumber. The 2 side decks measure 8’ X 36’. The rear decks measure 48’ X 10’ for a total of 1536 sq. ft. A 16’ X 26’ covered car port using treated lumber equals 416 sq. ft. and will be covered by a metal roof, bronze in color. A Dearborn County Permit will be required, and the Architecture Committee unanimously approved the issuing of a Permit. The homeowner was provided information to use to contact Dearborn County offices so County permits can be obtained if required.
- Stephen & Melissa Gulasy, Lots # 181/182H, 19967 Elm Drive. Adding 10’ X 21’ concrete parking pad for RV on side of garage. The Gulasy’s already had a 354 sq. ft. parking pad approved in September of 2018. The Architecture Committee cannot approve the issuing of a Permit because the size exceeds the Limits set by Rules 4-23-1-b & c. The homeowners wish to appeal the Committee’s decision to the POA Board during the May 2021 Board Meeting.
- Mark & Brittany Gering, Lot # 1664H, 19798 Alpine Drive. Painting red brick house with gray color. Install new 10’ X 10’ shed, gray in color. The Architecture Committee unanimously approved the issuing of a Permit for both projects. The homeowner was provided information to use to contact Dearborn County offices so County permits can be obtained if required.
- Lura & Jeff Thompson, Lots # 2243H/2244, 1472 Sandamont Drive. 10’ X 16’ mini barn shed, painted wood siding color to matched house (yellow/tan with white trim), shingle roof to match house as well. The Architecture Committee unanimously approved the issuing of a Permit for this project. The homeowner was provided information to use to contact Dearborn County offices so County permits can be obtained if required.
- The Drees Company, Lots # 1553/1554, 19799 Longview Drive. Concrete parking pad 14’ X 60’, 840 sq. ft. in total. No signature from POA or VRUC until committee reviews. Michael Palmer from the Drees Company presented plans for the installation of a parking pad that is to be installed parallel to the small attached garage. That pad will measure 12’ X 28’ 3” for a total of 339 sq. ft. The driveway will be expanded to provide a concrete paved approach to the parking pad. The Architecture Committee unanimously approved the issuing of a Permit if the POA and the VRUC agree.
- Janet Williams, Lot # 2078, 1538 Raba Court. 3 sided 20’ X 6’ shed with a 20’ X 6’ concrete slab using a mini mixer, siding on shed the same as house, shingles on roof same as house. The Architecture Committee unanimously agreed to the issuing of a Permit for this project. The homeowner was provided information to use to contact Dearborn County offices so County permits can be obtained if required.
- Craig & Christina Ellis, Lots # 2647H/2648, 20374 Rosemeade Drive. 3 rail Kentucky Board fence with brown vinyl coated wire. Brown wood color 4’ in height, 282.5 ft. in total length. The fence is located in the back yard within the buildable area of the lots so no survey will be required prior to issuing a Permit. The Architecture Committee unanimously approved the issuing of a Permit for this project. The homeowner was provided information to use to contact Dearborn County offices so County permits can be obtained if required.
- Lindsey Schultz Jones, Lot # 3003H, 1898 Fieldcrest Drive. Install white picket fence, 4’ in height. Wood play set, color will be the same as house and replacing 3-4’ X 75-80’ retaining wall with concrete blocks. The retaining wall is replacing in kind. The Fence is decorative and does not enclose the side yard. The play set is being located in the back yard in the buildable are of the lot. The Architecture Committee unanimously approved the issuing of a Permit. The homeowner was provided information to use to contact Dearborn County offices so County permits can be obtained if required.
- James & Aimee Jackson, Lots 170/171H, 987 Hickory Road. Requesting 14’ X 15’ gravel parking pad on the side of his home. Mr. Jackson already has a 198 sq. ft. parking pad parallel to the road. James Jackson said he does not use the existing parking pad and will remove it. The new pad will have two levels. One level will be for the installation of a kayak rack. The homeowner was informed he cannot store kayaks in the front yard and must take that into consideration when proceeding with his project. Otherwise his plans were okay. The Architecture Committee unanimously approved of the issuing of a Permit for these projects.
- Eric & Darlene Zacarias, Lot # 1648H, 19631 Knollwood Drive. Black chain link fence 4’ in height with two gates. Located within the buildable area of the back yard. No survey will be required. The Architecture Committee unanimously approved the issuing of a Permit. The homeowner was provided information to use to contact Dearborn County offices so County permits can be obtained if required.
- Richard Rexin, Lot # 1620/1621H, 19492 Knollwood Drive. Treehouse with swings, slide, and stairs with handrail. Materials being used are cedar wood, tabs, non-toxic sealer, 12’ X 12’ (house 8’ X 8’ Deck 4’), painted to match home (gray & off-white with green door). Roof material will be corrugated metal. The Architecture Committee unanimously approved the issuing of a Permit. The homeowner was provided information to use to contact Dearborn County offices so County permits can be obtained if required
- Dave Gentrup & Cindi Paolello, Lots # 923/924A, 21091 Zurich Trail. Seeking a Permit to add 360 sq. ft. gravel parking pad. Will also be adding large paver rock to replace the gravel next to the parking pad. On inspection the Committee found the work has already been completed. The 360 sq. ft. parking pad is acceptable, but the area covered by gravel and paver rocks could be used for additional parking so is not allowed. That added material is to be removed and the addition of grass or other landscaping plantings must be installed so that area can’t be used for parking. A small area not to exceed 2 to 3 feet wide along the edge of the parking pad may be covered with the paving stone. The Architecture Committee will not sign off for the issuing of a Permit until that work has been accomplished. Dave Gentrup called on April 14, 2021 to let the committee know that he removed and finished the addition to the parking pad area and would like this checked. Inspection revealed the resulting changes still allowed the area to be used as a parking pad. The Architecture Committee has given the property owners 30 days to install either shrubbery or large decorative boulders to complete the landscaping work in a manner that renders the area unusable for parking vehicles. With that stipulation the Architecture Committee unanimously approved the issuing of a Permit.
- Mike & Carrie Brewer, Lot # 1926H, 20032 Cravenhurst Drive. Rebuild and extend decks, two (2) levels (each) from 14’ X 14’ to 16’ X 16’. No County Permit or inspection was obtained and no Bond was obtained for that extensive concrete work. The Architecture Committee has requested Documentation from Dearborn County and from the Engineering Company. After obtaining that information and evaluating the total project, Committee Members may sign off on the issuing of a Permit. Today, Contractor Brent Beal presented Dearborn County Permits indicating the installation was correctly accomplished and exceeded the requirements. With the receipt of that documentation, the Architecture Committee unanimously agreed with the issuing of a Permit for the project.

- Jeff Fuell, Lots # 3070/3071H/3072, 1848 Fieldcrest Drive. Painting home, colors on file will be mink with white trim. Sent an email to Architecture for approval.
- Tom & Joanne Lattarulo, Lots # 3090/3091H, 1484 Greenlawn Way. 9’ X 40’ gravel parking pad with 9’ to 10’ culvert, 15 inch in diameter.
- Mark & Jamaine Smith, Lot # 1932H, 20010 Cravenhurst Drive. 29’ X 15’ X 10’ trapezoidal concrete patio addition in the back yard, grading and leveling back yard and adding culvert 20’ in length, 15 inches in diameter.
- Joseph & Amanda Jones, Lots # 1968/1969/1970H, 19990 Alpine Drive. Painting shed Sherman Williams SW 7506 Loggia and SW 7568 Neutral Ground for the trim. Approved by Architecture via email.
- Trevor & Carol Hofmann, Lots # 772H/773/774/775, 20907 Lakeview Drive. Removing shutters and adding awnings, (2) 3’ bronze awnings and (1) 6’ bronze awning. Pictures on file.

Discussion on House Plans (New Structures) Rules that have been taken out of the 2019/2020 bylaws.
House plans (New Structures) Rules
Houses on lot number:
1487-2053, 2343-2421, 2422-2658, 2708-2724, 3154-3188, 3212-3292, 3293-3299, 3300-3303, and 3304-3322 have been designated by deed restriction as requiring a higher minimum square footage and appraised value.
Any house on a lot that is not designated in Architecture Rule C.5 shall have a minimum of nine hundred (900) square feet of living area (exclusive of porches, garages, and decks) on a single level, or projected to a single horizontal plane if more than one level (i.e. the “footprint of the house).
The appraised value of a house and associated lot improvements that is not designated in Architecture Rule C. 5 shall be a least $160,000.00. At least one (1) percent of the appraised value shall be for landscaping. The appraised value of the lot shall not be included in the amount.
Any house on the lot that is designated in the Architecture Rule C. 5 shall have a minimum of twelve hundred (1200) square feet of living area (exclusive of porches, garages and decks) on a single level, or projected to a single horizontal plane if more than on level (i.e. the “footprint” of the house).
After discussing these items, the Committee and the Board Liaison, Donna Yetzer, agreed the addition of this information (already part of the Covenants) to the Architecture Rules section of the Bylaws, would be redundant and unnecessary.
